Peking, December 19, 1907. SHANGHAE riot claims. Please see my telegram No. 204 of the 27th ultimo. I have appointed Mr. Wilkinson, the Crown Advocate, at the suggestion of His Majesty's Consul-General at Shanghae, to scrutinize the individual claims and arrange for the distribution of the money.
Mr. Wilkinson is of opinion that it would be advisable, in order to strengthen his position, that the appointment should be confirmed by His Majesty's Secretary of State for Foreign Affairs. I agree with Mr. Wilkinson's suggestion.
